Circular Economy for Lead

Australia is the world’s largest lead (ore/concentrate) exporter – often to countries with lax controls on shipping, smelting, refining, manufacturing and recycling, allowing the continuing flow of Australian lead into cheap products that’re banned here (like lead paint, toxic Ayurvedic medicines/spices/cosmetics); and into footpath/backyard/kitchen recycling (including by children). The annual global cost of lead exposure is US$6 trillion (2019) – 7% of global GDP. A moratorium on all new ‘lead mines’ (where lead is the highest tonnage metal) especially ‘greenfield’ projects like Bowdens, will prevent land and water contamination of agricultural/grazing land/indigenous sites and reduce water, fossil-fuel and infrastructure requirements. ‘Mining’ existing lead from the built environment; and incentivising householders to replace lead with non-lead flashing, especially on rainwater collection roof areas; and industry to collect, transport and recycle lead radiation shielding, weights, pewter, brass, solder, spent ammunition along with used lead acid batteries; and to manufacture new lead acid batteries from 100% recycled lead; and ‘export’ lead ingots with the technology/policy to assist other countries to achieve lead circularity, will obviate the need for newly-mined lead, create a smarter world (more capable of solving the climate crisis), and create a lead-safe and climate-safe planet for future generations. Petition Request We therefore ask the House to create lead circularity: commit to a moratorium on all new mine projects where lead is the major mine product by weight, and incentivize ‘mining’ the built environment and waste-streams for lead; manufacturing new lead acid batteries from 100% recycled-lead; and exporting lead ingots, and lead-safety technologies/knowledge.

Petition Reason

To the Honourable Speaker and Members of the House of Representatives, given that Australia is the world’s largest lead (ore and concentrate) exporter and that the annual global financial cost of lead exposure was US$6 trillion in 2019 – equivalent to 7% of global GDP – Australia needs to become the world’s first circular economy for lead and then export the technology and policy to assist Australian lead-importing and other countries to achieve lead circularity. We, the undersigned, urgently petition the House to begin by ending lead mining in Australia and especially “greenfield” lead mining which is not green but rather new mining proposed in areas which have not been mined before. We call upon the Federal Minister for Environment and Water to commit to a moratorium on all new ‘lead mine’ projects and to incentivise industry to manufacture new lead acid batteries from 100% recycled lead, and to ‘mine’ existing lead from the built environment and the community. We petition the Minister to end the approval of all new ‘lead mine’ proposals including any mine proposal where the major tonnage of metal to be extracted will be lead. Such proposals are often presented as ‘silver mine’, ‘gold mine’, ‘tin mine’, ‘zinc mine’, etc but should be required to name the proposal as a ‘lead mine’. For instance, ‘Bowdens Silver’ mine is proposed/estimated to produce 90 times more lead than silver and will destroy agricultural/grazing land, tourism and indigenous sites and place a too-heavy burden on water use and fossil-fuel use to create infrastructure for the construction, operation and ore transport out-of-state. We further ask the Minister to incentivise householders to safely replace lead flashing with non-lead flashing, especially on rainwater collection roof areas, and incentivize industry to safely collect, transport and recycle previously-mined lead, such as lead flashing, radiation shielding lead sheet, lead weights, pewter, brass, solder, spent ammunition along with used lead acid batteries and other leaded wastes like removed lead paint waste, lead-contaminated building void dusts, soil and sediments. The need for newly-mined lead (and other metals found with lead in these recyclables) will be obviated, populations will be smarter (therefore potentially more able to solve the climate crisis), and the Australian and global environment will be lead-safe and climate-safe for future generations.

Petition Request

We therefore ask the House to take the first step towards a national circular economy for lead (the toxic heavy metal) and commit to a moratorium on all new mine projects where the major mine product by weight will be lead (whether it is proposed as a ‘lead mine’ or ‘silver mine’, ‘gold mine’, ‘tin mine’, ‘zinc mine’, etc) and instead incentivize ‘mining’ the built environment and waste-streams for lead and any other metals found with lead in lead-containing products and wastes, and the technological improvements to enable all leaded products/wastes (not just used lead acid batteries) to be collected and recycled safely and to be manufactured (both here and overseas) into lead acid batteries made from 100% recycled-lead ingots and with the target of replacing all Australian lead ore or concentrate exports with lead ingots, in order to avoid lax shipping, smelting and refining controls and the continuing escape of Australian lead into street recycling by children and black markets in non-OECD-importing countries.

Lead-Safety Message: Burning a car beside the road or anywhere should be illegal. Even if the leaded steel fuel tank doesn’t explode, the air pollution is highly toxic and molten lead and ash from the lead acid battery, radiator, vibration dampening, waste oil, paint, foam seats, interior plastics, etc, will remain on the soil until collected and taken to a hazardous waste dump.

Lead-Safety Message: I’ve Switched my “Maybelline” Lipstick to natural “Urban color London” Lipstick and other Lead cosmetics to Lead free cosmetics at right time. Lead and other trace metals may be found in many lipsticks, these occur naturally and can accidentally contaminate other ingredients during production. As contaminants are not added intentionally they will not be listed as ingredients. But it’s good to change it over the period of time. The lead levels ranged from 0.09 to 3.06 ppm, with the highest levels found in lipsticks made by Cover Girl, L’Oreal, and Revlon, Maybelline.

Title: Lead Exposure during  Informal Automobile Painting Activities

Lead-Safety Message: Ban use of lead in automobile paint to protect human health and environment

School Name: Chemistry Department, University of Nairobi

Description of Work: This is one of the power point presentations in the virtual East African Community workshop during the International Lead Poisoning Prevention Week of Action on 29th October 2020. The photo depicts preparation of lead painted automobile metal surfaces through sanding in open garages in residential areas. These activities result in substantial exposure to the environment, workers and communities in the vicinities. Research was also carried out and found that the automobile paints sold in the nearby retail shops had markedly high levels of lead that exceeded the 90 ppm limit set by the East African Paint and Allied Product Standards. The photo justifies why export, import, use or sale of lead in automobile paints should be banned across the region by enforcing the East African Paint Standards of 90 ppm maximum total lead in paint.

After years of trying to convince local authorities that the dust blowing off uncovered rail wagons near her house was making her children sick, Ms Jenny Rowbotham bought a camera.

The pictures she took from her backyard provide dramatic evidence that large clouds of dust have blown across housing from the uncovered rail wagons that take lead and zinc concentrate out of Broken Hill to Port Pirie.

Ms Rowbotham says that 70 children under 12 live in the two blocks bordering the railway line near her home in Gaffney Street, and many suffer serious health problems.

She said yesterday that the company responsible, Pasminco Broken Hill Mine, had been promising for more than a year to cover the wagons but they were still open and a threat to children’s health.

A company spokeswoman, Ms Christine Ellis, said she understood concerns that the program to cover the wagons had taken so long but it had been a massive project, costing $3 million and requiring the design and manufacture of 250 large fiberglass covers and the modification of rail wagons. They would be covered by the end of May [1997], she said.

But this has come too late for Ms Rowbotham, who recently moved out of her home of 13 years into rented accommodation far from the railway. And she said it is too late for her sons, Travis, 7, Matthew, 10, and Jason, 12, who have grown up with high blood lead levels and suffering regular nose-bleeds, stomach pain and headaches.

Travis and Matthew are also being treated for behavioural problems and attention deficit hyperactivity disorder, which are associated with high lead levels. “The headmaster has said Travis would be the worst behaved child in the school,” Ms Rowbotham said.

Because the children are older than five, the family are not entitled to the free environmental assessment and decontamination program provided by the Broken Hill Environmental Lead Centre, and have spent thousands of dollars trying to seal their house from the dust.

The centre’s project manager, Mr Bill Balding, said there was no evidence that Gaffney Street had been more severely affected by lead poisoning than other areas of Broken Hill. There was a stronger association between blood levels and a house’s condition than with its location, he said.

A mines inspector with the Department of Mineral Resources, Mr Stan Goodman, declined to comment on the health implications of the railway dust but said Pasminco has probably incurred financial losses from material being blown off its trucks.

“Pasminco has been as big a loser as anybody for what they have lost off the trucks,” he said.
